On March 27th, 1991, Mayor, Robert B. Ingram, alongside his colleagues of the City Commission: Vice Mayor Mary E. Allen, Commissioners Helen L. Miller, Ollie B. Kelley, and Steven A. Barrett, honored Representative Elaine Bloom. On Speaker Pro Tempore Designate Date, in the city of Opa-Locka, Florida, the Mayor urged all municipalities and the people of Dade County to join him and his colleagues in saluting the dedicated services rendered by Elaine Bloom during her tenure as a Representative in the Florida House.
